CompatHelper: bump compat for Documenter to 1 for package docs, (keep existing compat)

This pull request changes the compat entry for the Documenter package from 0.26, 0.27 to 0.26, 0.27, 1 for package docs.
This keeps the compat entries for earlier versions.

Note: I have not tested your package with this new compat entry.
It is your responsibility to make sure that your package tests pass before you merge this pull request.

(@devmotion, as you're the most active committer!) would it be possible to merge this please? Documenter v1.3 would generate a nice objects.inv file which lets us link to Distributions docs easily 🙂

I checked it locally and this PR would probably also need a warnonly=true keyword argument to be added to makedocs(), as Documenter 1.x upgrades the warnings to errors by default.
