Include websockets>=13.0 before releasing 0.50.2

This version bump creates 0.50.2 from parent b4d0116, but in this tree pyproject.toml still allows websockets>=11.0 while --ws auto imports WebSocketsSansIOProtocol whenever any websockets package is present (uvicorn/protocols/websockets/auto.py:18-20), and this changelog says that implementation needs websockets>=13.0. Users installing uvicorn[standard]==0.50.2 into an environment constrained to websockets 11/12 can still resolve successfully and then fail at import/runtime, so the release does not deliver its advertised fix.
