Allow create a process from scratch

Problem

There is manufacturing or using process that are only heat and electricity consumption, and/or impact (etf, ecs)

Admin doesn't need an official database to integrate it.

Solution

From back-office, allow admin to create a process from scratch.

Admin will click on "add a new process"(ajouter un procédé) and a form opens with following fields to complete:

• scope: list of value ("veli", "object", "textile", "food")
• categories : one value of this list (raw, transformation, use, end of life)
• in categories, i can add a material type : list of authorized value ("steel", "chromium steel", "aluminium", "organic fiber", "synthetic fiber", "plastic", "ophelstry")
• display name : free character
• technical name : (same as display name)
• unity : list of authorized value ("kg", "m3", "l", "m2")
• electricity: (kwh)
• heat: (mj)
• loss (%)
• comment: cannot be empty. Admin always has to justify process created from scratch.
• impacts: ecs and other impacts field.
• If one of the specific impact (other than ecs and pef), then ecs is more than 0
• ecs can be more than 0 and other impacts 0

In source, there will be always "custom" as it is created by Ecobalyse team.

Acceptance criteria

• process created can be used in a component
• proposed value correspond to the list for each field
• impact of these process depend on electrical and heat mix + ecs
• creation date and author are displayed
• other impacts are nul.
