Extend tag history retention to changelog update command

Description

In a previous update (PR #157), we introduced functionality to maintain tag history for renamed packages, but this feature was limited only to the changelog validate command. To enhance consistency and functionality, this new PR proposes to extend the same tag history retention feature to the changelog update command.
