Summary

The change was done by the PR PowerShell/PowerShell#27328

It makes PowerShell telemetry respect the "diagnostics & feedback" setting on Windows. It requires the Enhanced or above level to enable the PowerShell telemetry. One Windows 11 Enterprise, the configuration is shown in the screenshot below -- when it's off, the level is Basic; when it's on, the level is Full (Enhanced is collapsed into Full on Windows 11).

The change will be backported back to 7.4, 7.5, and 7.6.
