Unable to access chest event with IP

Hey ! We are running a 1.15 server with worldguard
Event if chest have ip flag on, players are unable to access it on world guard region.
Is the plugin compatible ? have you any idea on a potential fix ? May it be linked with the world Guard version ?

I try to update to 1.16 and get the same issues.
May be it is because of an update to worldguard plugin ?

I try to debug with world guard debug command, It is may be due to the fact that you prevent the event, it seems to send to world guard the message that it is not allowed to do that.
