[Bug]: post remediation validation fails on nodes with a preexisting NoExecute taint

Bug Description

When post remediation validation is enabled and the node has a NoExecute taint, the validation always fails. Note that the taint was not applied by fault quarantine, it was apply as a part of the node bringup

1. Taint node
2. Inject fault
3. Notice the once the fault is fixed, the post validation remediation doesn't schedule
