move the TargetConfig.* sources to the runtime folder

Hi @schweitzpgi, I would like to work on this issue.

From the current main, my proposed scope is to move the TargetConfig implementation and its build targets from cudaq/lib/Target into the runtime area, update the affected CMake, install, include, test, and documentation references, and preserve the existing target-config behavior and tests.

Before I begin, could you confirm whether the public TargetConfig headers should move as part of this change, and whether CUDAQTargetConfigYaml should remain a separate library because of its MLIR dependency?

I also noticed that open PR #3740 touches TargetConfig; I will account for any overlap or sequencing you recommend.

Hi @schweitzpgi, since @stannum13 has stepped away from this issue, I would love to pick it up and work on it.
Proposed Fix / Scope of Work:

1. File Relocation: Move the TargetConfig. source files and their respective build targets out of cudaq/lib/Target and into the appropriate runtime folder.
2. Build & Path Updates: Update CMake configurations (CMakeLists.txt), install rules, include paths, unit tests, and any documentation references to point to the new location.
3. Dependency Handling: Evaluate CUDAQTargetConfigYaml and ensure it is structured correctly relative to its MLIR dependency.
4. Verification: Ensure all existing target-config behavior and tests pass successfully after the move.
