[FEA] revisit on partitioning of BuildSidePartitioner

After #12354, the performance of BuildSidePartitioner might have significantly changed. Per requested by @revans2 (#12354 (review) ) we need to:

1. perform a benchmark to figure out the real performance numbers
2. see if we can use some dynamic heuristics to avoid more configs like Allow BigSizedJoinIterator#buildPartitioner to produce more subparittions #12372

This needs to be done in 24.06
