#3121 recruitment onboarding bugs

Changes

• Onboarding home page shows correct checklists when selecting team type
• getUsersChecklists now returns the general checklists as well (I think its more intuitive that way)
• Rest of the flow works properly

TODO

Right now when you click Finished from the onboarding home page, it doesn't take you to the accept page for some reason
