It seems like there is a good chance that microsoft/TypeScript#57681
may fix: microsoft/TypeScript#56571 (comment)

which, would require users of fix-bad-declaration-output use at least 5.6+ of TS, which is quite new as of the time of creating this issue (unreleased)

TS 5.5 is the next version, so it'll be in that.
