I noticed while working through the test issues of upgrading the SDKs that builds were running a x64 on my M1 Macbook. This PR moves from using the Full Framework Cake to using the dotnet tool version. This results in a nice speed bump for me and likely will allow us to remove a bit of cruft from the build.
