[PIR] Use PIR events in Notifiers

Use case

When using PIRs feature, the platform identifies and marks relevant threats with flags and scores. However, this flagging information or events generated by the PIR engine remains siloed within the PIR module and is not accessible to other platform modules, particularly our Notifiers engine.
We need to make this information available to enable the sending of notifications based on events in PIR.
For example, I want to be notified when a new threat is identified by the PIR module.
