Workflow: Ability to Restrict who can transition #14051

Use case
In worfklows, we need to ensure that only some specific group of users, some specific users or organizations can transition from Satus A to Status B, to modelize for instance an Approval Or Rejection.
Proposed Solution
- Ability to define, at transition level, who can transition.
- Ability to define this restriction only for Entreprise Edition.
