Update code of conduct

If The Eastleigh Manifesto progresses beyond a prototype, the code of conduct needs to be updated,along with an enforcement policy.

Perhaps something based on the following:

• W3C Code of Ethics and Professional Conduct
• Django Code of Conduct - Enforcement Manual
