Feature Users.PasswordEditor deny modify user's info

hi,
On dev Branch Orchard.Users.PasswordEditor
the test of PasswordMeetsPolicies is made ever and deny the modify of user without modify the user password.

I propose to make the test PasswordMeetsPolicies only when field password is inserted.
