[Graph Optimization][Speculative Decoding] Update yaml and fix typo

Motivation

• When MTP was enabled for model a, the GPU memory usage fluctuated significantly (67GB to 78GB). Enabling CUDAGraph on this basis resulted in an OOM error, so I adjusted gpu_memory_utilization in the YAML file.
• Fix typo in spec write cache kernel

Modifications

1. The value of gpu_memory_utilization in eb45-32k-wint4-mtp-h800-tp4.yaml
2. spec write cache kernel
