Port `EventLoopTest` to Swift Testing. ### Motivation: Tests should use the latest Swift Testing framework when possible. ### Modifications: - Ported `EventLoopTest ` from XCTest to Swift Testing ### Result: All tests continue to pass, EventLoopTest now has more modern Swift Testing syntax.
