penq: exact and MPS lattice workflows for PennyLane

Abstract
penq-pennylane is a third-party PennyLane plugin that provides two devices, penq.qml_starter and penq.mps_starter, for deterministic exact and MPS-based lattice workflows. The demo shows clean plugin discovery, simple QNode execution, and small TFIM workflows spanning 1D, 2D square, and 3D cubic settings, including exact-vs-MPS comparisons and reproducible report pipelines.

I would recommend that you add a note in the readme or in a file, specifying the versions of PennyLane, Python, and other required packages that are supported at the moment. It may help people using your plugin in the future!
