Only throw warnings when users are running on lower PowerShell versions.

I was thinking, how do we get the warning messages if we suppress them at the first place using "WarningPreference:SilentlyContinue“?

New rule AvoidUsingDeprecatedManifestFields have been merged to Development. Will be merged to master branch soon. #177
