Move issue template config into folder

PR Summary

Prior to this change the config file for the issue templates was not in the issue template folder, which prevented it from taking effect. This change moves the file to the correct location so that the link to file a docs issue shows in the picker.

Those pending checks are leftovers that we are working to remove. Somehow they are still there despite having removed them in the master branch... I tried all sort of things but I might have to delete and re-create the pipeline in azure devops
