Add OpenSSH client package to linux preview images except Arm32v7

PR Summary

1. Addresses Enhancement request: Add ssh to images #374 enhancement request for linux preview images.

In order to use Enter-PSSession to connect with other (Windows or Linux) VM and Container, OpenSSH client package is required.

Below is the list of OpenSSH client package required for various linux distros:

• openssh-client package for Alpine
• openssh-clients package for Centos
• openssh-client package for Debian
• openssh-clients package for Fedora
• openssh-client package for Ubuntu

2. Excluded Ubuntu on Arm32v7 platform because I can't get it to work. It threw 0x80004005 error when running in interactive mode with docker run --rm -ti command.

You can safely ignore the ArchLinux (community-stable) and BlackArch (community-stable) failure, they are fixed in #465.
