docs: Add release notes for prefect-kubernetes==0.7.7

Adds release notes for prefect-kubernetes 0.7.7, which includes two bug fixes:

• Preserve casing of Kubernetes label keys (Preserve casing of Kubernetes label keys #21259) — adds lowercase=False to slugify() calls in _slugify_label_key(), matching the existing pattern in _slugify_label_value()
• Fix ambiguous kopf jobs selector (Fix ambiguous Kopf jobs selector by scoping resource selector to batch/v1 #21209) — scopes the observer's @kopf.on.event handler to batch/v1/jobs to avoid ambiguity in clusters with multiple API groups exposing a jobs resource

Two repo-wide PRs that touched prefect-kubernetes files incidentally (#21211 pre-commit double-backtick hook, #21250 docs broken link checker) were excluded as not specific to this package.

No prefect lower-bound bump needed — no new prefect APIs were introduced in the released changes.
