Fixes for Echo not enabled?

I noticed this strange overlap of the user drop-down with the Echo notification which makes it quite hard to use:

It seems there are some specific fixes in this skin for Echo and Visual Editor, but they are not enabled by default?

Echo and VE have kept changing over time. It is well possible that things went out of shape again. 3b7d6e0 introduced z-index: 3 for the mw-echo-ui-notificationBadgeButtonPopupWidget, but that only raises it above the navbar (z-index: 2), not above the dropdown menu (z-index: 1010).

You could change the z-index to something greater than 1010 (e.g. 1011) in https://github.com/cmln/chameleon/blob/master/resources/styles/extensionfixes.less#L110 and see if that helps (don't forget to touch LocalSettings.php to trigger a cache rebuild of the styles). If it does, a PR would be really appreciated.

Just changing that number (instead of "3" "1011") doesn't seem to have the desired effect.

Some thoughts, as I have run into various z-index problems when using bootstrap for instance with vector skin: z-index for one works only for positioned elements that are not static. The more anoying problem is the fact, that stacking contexts have hierarchy, described in the last post of [0].
