Yes, as of now it's not implemented, the relevant implementation must be agreed upon by the entire community, especially the developers.

More specifically my use case is to make a dapp that lets users publish content in a data format that canbe machine-parsed and other users can see those packets of content and display on their machines, in their application instance.

not really, trying to test what is possible with rss3 at the moment

That would require your dApp to be deployed first, you can then add a worker to plug-in your data, see: https://docs.rss3.io/guide/dsl/worker/contributing-a-new-worker-to-node
