as per @wicksipedia

order cannot be manually modified - from memory it is determined by billable rate, then title

I think this is a unreasonable limitation to the project. E.g. We can't have Graphic and UI/UX Designers separated because of this. I imagine in other scenarios it would be great to be able to put some people together.
