Move archived box above title on Rule pages

Description

The archived warning box appeared below the title, making it ambiguous whether it was part of the rule content. Moved it above the title to establish clear visual hierarchy.

Changes:

• app/[filename]/ServerRulePage.tsx - Repositioned archived box before title section, adjusted margin from mt-8 to mb-8
• components/rule-list/rule-list-item.tsx - Repositioned archived box before RuleListItemHeader, adjusted margin from my-4 to mb-4

Result:

// Before: Title → Archived Box → Content
// After:  Archived Box → Title → Content

Both individual rule pages and rule list views now consistently show the archived warning at the top.

Pain

Move the archived 'Rules' box above the title to ensure it is not mistaken as part of the content.

Acceptance Criteria

1. The archived 'Rules' box is positioned above the title.
2. The UI clearly distinguishes the archived box from the content.
3. The change is consistent across all instances where the archived 'Rules' box appears.
