Thank you for your proposition.

Last day I thinking about how I can implement tooltip, but Blazor right now don't have good technology to do this.

Of course I can Implement Tooltips right now, but this will not be good.
So, in nearest Milestone of Blazor - they will make something like directives dotnet/aspnetcore#6364

After that I will add Tooltip in MatBlazor.

Tested Tooltip on http://BlazorBoilerplate.com. Seems to work well. I was expecting base class attribute for MatBlazor components though.
