Setup Devdrive in Github Action for windows runner #10104
Description
Github Action Windows runner are slower than the other runner with similar spec.
That seems to be mostly caused by slow filesystem. Fortunatly Windows now provide devdrive that should provide a speedup in our workflow
astral-sh/uv#3522 Already tried that migration and it seems to provide the expected benefit
