benchmark: add EPYC 7742 and V100

Benchmark on EPYC 7742 and NVIDIA Tesla V100

EPYC-7742

1. Use AOCC to build ncnn.
2. Default build options.
3. Use cgroup to bind cores.
4. Run on 1 core and 64 cores.
5. Lock CPU freq at 2.25GHz.

V100

1. Use system gcc to build.
2. Default build options.
