DefaultUserSettings are not applied on Windows 11 23H2

Hello,

it seems that DefaultUsersSettings are not applied on Windows 11 23H2.

I have run the script,

then created a new user, login with the new user but it still have the default desktop image and all the graphics settings are enabled.

It seems to me that the settings are not retained
