Wow, go vet -tags foo is broken if you add -v. RC bug uncovered? :)

Yup, release blocker bug in 1.9 found: golang/go#21188

CI: bump 1.9 to RC1, use it for the tools

And remove the -v from "go vet", as it's too verbose - it prints one
line per .go file.
