the path to the SSL certificates is now set using certifi and the nc_rc_set netcdf-c function (added in netcdf-c 4.9.1) to fix the problem with https URLs in the linux wheels.
Requires Unidata/netcdf-c#2690
A v1.6.4 release (with new wheels) will be made when Unidata/netcdf-c#2690 is merged.
