Create network communication protocol #22
Description
What: Create JSON format that will be used for communication between the base station and rover.
Why: So that we have an established standard that can be used when developers start working on the network packagers and parsers.
Where: Put in Scheduler Wiki/Pages (whatever is decided in issue #16).
Notes: The JSON must contain a 'code' value which will determine where the information should be sent.
