Describe the Issue
Bikeshed no longer works because it needs python version >= 3.7. See https://travis-ci.com/github/WebAudio/web-audio-api/builds/154613579

Fix WebAudio#2182: Update CI for new bikeshed

Change python version to 3.7.  Install and update according to the new
bikeshed installation instructions.
