Radical uplift epic

High priority:
- [x] Replace Docker with Conda
- [x] bump Python to the latest version
- [x] bump as many dependencies as possible to their latest version
- [ ] test linker

Low priority:
- [ ] update docs
- [x] backup the current Cloud VPS instance
- [x] delete it
- [x] spawn a fresh one with the latest OS
