The old online installer used in
vstools2019hangs when attempting to self-update, and doesn't include the files needed for an offline install of the tools, preventing the use of--noUpdateInstallerand--noWebSince all the Visual Studio installer versions are universal / cross-compatible, grab and use a recent bootstrap binary instead.
