Adds the `requestHandler` argument to `bootWordPress()` to separate booting the request handler from booting WordPress. Exports a new `bootWordPressAndRequestHandler` function from the `@wp-playground/wordpress` package. Sets the stage for #2586 ## Testing instructions CI
