Are there guidelines for generating documents? (especially when these documents go to citizens)

If you mean "Is there a separate stylesheet to style printed documents?," then the answer unfortunately is no. I'll list this as a proposal and we'll discuss this internally. I'll keep you updated via this issue thread.
