Add Waveshare RP2350 Boards

Added the following boards:

• waveshare_rp2350_geek
• waveshare_rp2350_lcd_0_96
• waveshare_rp2350_lcd_1_28
• waveshare_rp2350_one
• waveshare_rp2350_plus (no longer carry 16MB variant, only 4MB)
• waveshare_rp2350_tiny
• waveshare_rp2350_touch_lcd_1_28
• waveshare_rp2350_zero

Beyond moving from the RP2040 to RP2350 and a few flash memory module changes, the modifications to these boards were minimal and most of the code here is ported from their relevant RP2040 variant.

Notes:

• All USB PIDs taken from https://github.com/raspberrypi/usb-pid.
• I don't currently have the means to test these, but I have a few on their way.
