timeout is too low for very large organizations

With very large organizations, the fetch of a page can sometimes take more than 2 minutes, which is the default timeout used by the underlying umapi_client.

A default timeout of 2 minutes works for most organizations. What's needed is a way for those who need to adjust it to be able to do so. So I'm going to add a timeout parameter to the server section of the UMAPI config.
