UMAPI returns truncated group list

This isn't an issue with the sync tool, but I'm documenting it here so we can reference it as a known issue in 2.4rc1.

When requesting a list of users from the umapi at this endpoint,

https://usermanagement-stage.adobe.io/v2/usermanagement/users/[org_id]/[page_num]

users with more than 24 groups only show 24 groups in their group list. I've seen this behavior in stage. I don't know if it is also happening in prod.

I deleted my test user and added it with a different group list. Now it shows 25, which is still fewer than it should have.

Confirmed that this is no longer an issue.
