List only supported commands and options in `ng help`

Currently ng help lists commands that are not supported by Angular-CLI. This happens because Ember-CLI commands are still detected and listed, and also because unsupported options are still listed in overridden commands.

ng help should only list supported commands and options so that it is reliable for users.
