Added spl-multisig actions

Added a different handler to use all compatible actions with the SPL-multisig.

Decided to go against just updating existing infrastructure because it would've broken all existing implementation + the internal logic would have been not efficient for most usecases

For CI, we need to add qutoes to the ranges values of the multisigs documentation – e.g., ..3+M -> `..3+M`. Also, need to run pnpm format programs/token --fix to format the code.
