registry-connect: "graduate" to dedicated repo

Following our original plans, let's move the `registry-connect` tool to a dedicated repository ("apigee/registry-connect"). It would have dependencies on `apigee/registry` but hopefully no dependencies on this repo (`apigee/registry-experimental`).
