Create new service account for the bossdb-rag-chatbot

Create a new service account in BossDB AWS account. I believe this is the account where the rag-chatbot is running.

• It is currently use Terrance's AWS account for a service account.
• Create a new service only account with minimal permissions for the chatbot
• Change the chatbot to operate under the new account
