arxiv blocks .pdf files with same stem as .tex files

My upload contains files foo.tex and foo.pdf, and the latter is refused with the unhelpful error message:

REMOVING foo.pdf due to name conflict

*** File foo.pdf has been removed ***

Note that foo.tex is not the main manuscript file. Rather, foo.tex and foo.pdf are both included in the main manuscript file, and don't need to be processed.

The following class seems to block all files with the same stem as any of the uploaded .tex files and a related extension:

I think this is overly zealous, it should only apply to the main manuscript file, if at all.

If you don't want to change this, please make the error message more informative and apologetic.
