Create platform level techempower entry using 2.1 APIs

We made the ConnectionMiddleware APIs public in Kestrel which will make it possible to write this https://github.com/davidfowl/PlatformLevelTechempower without digging into so many pubternal APIs. We should do this for 2.1.

Also current entries should be marked as Kestrel for Front End Server FE; and platform entry should leave it blank. (Currently they have blank)
