`dotnet new -i` does not work any more in preview8

I have uninstalled every old versions and make sure only preview8 is installed.

The number of downloads of the package Microsoft.AspNetCore.Blazor.Templates version 3.0.0-preview8.19405.7 on nuget.org is still 0 since nobody could install it with SDK preview8
