Track failures while trying to emit telemetry to Scarf

As part of ticket #544, @yetudada highlighted the need to track how often DAG Factory failed to emit telemetry.

The goal with this ticket is for DAGFactory to emit metrics if it fails to send telemetry data.

The suggestion is that we use statsd for this.
